Link to Calaveras County sign regulations – the sections that were asked about are copied below – as always, Calaveras uses a complaint based system and nobody is out looking for problem sandwich boards but if the County receives complaints, they may look into it, ask the owner of the sign to move, remove it, and ultimately cite the owner with a violation if it continues to be a significant problem:
- 17.72.040 – Locating on private property.
All signs shall be located on private property. On-site signs shall be located on the property on which the specific legally existing business is licensed to conduct business. Billboards shall be located on private property after approval of a conditional use permit pursuant to Chapter 17.82 for lands within the C2 or M2 zones exclusively. Billboards in the PD or DR combining districts shall be subject to design approval in addition to a conditional use permit.

- 17.72.050 – Locating in the public right-of-way.
With the exception of signs owned, erected or maintained by or on behalf of public entities, no signs shall be located within a public right-of-way or public road easement.

B.
Promotional Signs, Banners, Sandwich Boards. No matter which material is used in the preparation of the sign, these signs not approved as on-site signs shall be considered to be regulated by this section. All such signs shall be called “promotional signs.” Promotional signs include banners, pennants, balloons, miniblimps or other devices meeting the definition in Section 17.06.1800, or flags other than those of the United States or other governmental entities. Signs mounted on vehicles parked along or within the public right-of-way are included as promotional signs. Promotional signs may be displayed for a maximum of fourteen days. With the exception of signs of no more than four square feet specifically advertising products for sale at a specific price, as are typically seen on grocery store windows, other promotional signs shall not be replaced in substantially the same form until at least thirteen calendar weeks have passed from the conclusion of the first display of the promotional sign.
